OP, you could hyphenate it to Arnold Short-snigger to avoid any confusion. It's contextual, we know what you meant, but it's easy to see why someone might take offence.
The pun relies on Snigger because Arnold could be sniggering, changing it to Snegger would lose the pun. If James Earl Jones was in the picture you could make the connection that would be offensive. I don't think the Captioneer meant this at all, and the caption should get more votes.
What is offensive about the word snigger? In the dictionary it explains it and it is not offensive.
