My immediate assumption was that they were male and female garments on a line, but you could take it as the clothes were not fashionable and dated, or they have been left on the line for so long they were dating with age. Not my caption, but there's three explanations that might help.

Thanks John, your first assumption was right, although the other two seem better. It was a pretty tough pic to caption I thought.
