I'd look into the families complaining about the family pet going missing. Surely immigrants have got better things to go than hunt down a random family's pet.
Rover's expendable as there's the rest of the family for companionship.
Maybe they all thought the apocalypse was coming early because they saw immigrants near their gated community. Or alternatively they all wanted to try dog and thought the immigrants would be a great scapegoat for all those unanswered questions.

...Okay, I'll avoid demonising families in future and stick with the lone wolf unknown outsider eating a beloved pet narrative. Sorry, I was playing around with trying to turn the propaganda on it's head which has probably failed miserably, then it could be a half truth if there are in fact missing pets who might have just runaway rather than being eaten! 😁
